PART ONE: Purpose and Scope, Basis

Purpose and Scope

Article 1 – This regulation has been prepared in order to reduce the heat losses in the buildings, to save energy and to determine the application principles.
This regulation shall be applied to the premises of all the residential units, including the municipalities covered by the Act on the Adoption of the Law on the Adoption of the Decree on the Administration of the Large City Municipalities No. 3030.
The provisions of this Regulation shall not apply to warehouses, arsenals, storerooms, stables, cottages and similar buildings which are individually constructed and need not be heated.

Public institutions and organizations, annexed budget administrations, special provincial administrations and municipalities which fall within the scope of Decree Law No. 209 of Decree No. 180 on the Organization and Duties of the Ministry of Public Works and Settlement are obliged to comply with this regulation.

Article 2 – This Regulation is regulated on the basis of Article 2 of the Decree No. 209 of the Decree on the Organization and Duties of the Ministry of Public Works and Settlement No. 180.

CHAPTER TWO: GENERAL PRINCIPLES OF PROJECT

Heat Regions

Article 3 – Our home has been divided into four heat zones in terms of thermal insulation applications in the buildings and the provinces and districts in these zones are shown in the list on the map (Appendix: 1-A) and in the four groups on the map (Appendix: 1-B). The municipalities not included in the list will be based on the district values ​​they are affiliated with. If a central air conditioning system is to be installed in buildings to be built in the first zone, the limit values ​​given for the second zone in the thermal insulation project to be carried out in these buildings will be valid.

Annual Heating Energy Needs

Article 4 – Buildings shall be insulated in accordance with their environmental conditions and requirements in terms of heat losses. The calculated annual heating energy requirement of the buildings should not exceed the annual heating energy values ​​given in Table 1.

Thermal Conductivity Value and Thermal Conductivity Resistance

Article 5 – Thermal conductivity calculations and internal and external surface thermal conductivity resistance values ​​of various building materials and components to be used in the calculations shall be taken from TS 825, thermal conductivity resistances of air layers and thermal transmittance coefficients of windows and outer doors from TS 2164.

Article 6 – In the new buildings where the heat insulation calculation is made, the Ut value to be taken for the upholstery sitting on the ground in the heated volumes can be chosen as low as 25% lower than the recommended Ut value in the standard.

Project Obligation

Article 7 – In accordance with the provisions of this regulation, in accordance with the accounting method specified in the TS 825 standard, the relevant thermal insulation project prepared by the authorized engineer shall be requested by the related administrations together with the installation project in accordance with the related legislation.

Special case

Article 8 – The total floor area, which is registered to the village population and which is registered to the village population and which is heated up to two kata to be built in the village residential areas and in the neighborhoods and the bills, except for the municipal boundaries and contiguous areas, is less than 100 m² (outside air balconies, terraces, stairs, , Lighting etc.) with the new buildings, existing buildings in these areas;

A) If the thermal conductivity coefficients of the structural components are equal to or less than the values ​​of the structural components (U) specified in (Table 2)
B) If the total window area is equal to or less than 12% of the heat-lost exterior wall area,
C) If the construction and details providing these conditions are shown in the architectural project and stated in the machine installation report, it is not required to perform the heat insulation project mentioned in item 7. In this case, it is sufficient to prepare a thermal insulation report indicating that the above conditions are met.

However, if any “U” value (Table 2) is greater than the values ​​given, a heat isolation project for these buildings should be prepared.
Insulation project of the building should be prepared by using the calculation method stated in TS 825 in case of heat insulation in the existing buildings within municipal boundaries and contiguous areas.

Information to be found in the project

Article 9 – The following information should be included in the heat insulation project.

A) It should be given in tables such as heat losses, heat gains, gain / loss ratio, gain utilization factor, size of monthly and annual heating energy needs, examples of “specific heat loss of building” and “annual heating energy requirement” given in TS 825 And the calculated annual heating energy requirement (Q) is not greater than the limit value obtained from the annual heating energy (Q ‘) formula given in (Table 1).
B) If the temperature difference between the different sections of the buildings in the calculations to be carried out in buildings used for different purposes except for residence is more than 4 K,
